Modernization and Preparedness: New Guidelines from the IARU and ITU
Greg (G0DUB), Emergency Communications Coordinator for IARU Region 1, shares an important message regarding the evolution of our missions.
The ITU has updated its recommendations for the amateur radio service regarding how it expects our service to prepare for emergency situations.
Recommendation M.1042-4 (02/2026) : Disaster Communications in the Amateur and Amateur Satellite Services -
Our mission is no longer limited to natural disasters alone; it now encompasses all modern crises, such as cyberattacks or major power outages.
To address these challenges, the ITU has defined three fundamental principles :
1. Complete self-sufficiency : the ability to operate without relying on the public power grid (batteries, generators, solar power).
2. Technical robustness : the use of simple, reliable, and resilient systems.
3. Operational excellence : maintaining a high level of competence through constant training
From individual performance to collective strength : These guidelines remind us of a crucial reality:
while technology is our foundation, it is our cohesion that ensures the effectiveness of the service.
A high-performing station that remains isolated is of no use in a crisis. The ITU therefore emphasizes the need for robust organizational structures :
we are not isolated operators, but links in a coordinated network.
Having state-of-the-art equipment is a prerequisite, but
the value of our community depends on our ability to act together.
To be ready when authorities request our support, each member must commit to the following :
• Training : Participate regularly in network exercises and simulations to develop automatic reflexes.
• Resilience : Audit and ensure the total energy self-sufficiency of your personal station.
• Knowledge sharing : Share your skills and experience during our training sessions to strengthen the group’s overall capabilities.
